Turn it on its side. Underneath, near the rear wheels, there are several wires.

One pair of wires goes to a small cylinder that's the beeper. You can't see it easily, but you can touch it easily, and you can feel it vibrate when the scooter beeps.

Detach that pair of wires. Cutting them is ok; it won't affect anything else.
